try to download powertoys for windows xp. you can find it with your search engine. after installed all you have to do is right click and the image resizer is there. Go to the advanced and you can choose the size you want. Hope this helps.
P.S. It only works with windows xp.

Another way that is quick, fast and easy is Paint. Go to your MS programs. Select -- Accessories, Paint, open your picture, drop down the View window and change the 100pct setting for both stretch and skew to 25 pct, save and you're done.

How you accomplish it and the terminology are dependent on the particular photo program you use. In general, file size needs to be 100kb or smaller and I suggest you keep the size in pixels to 640-700 or less to avoid causing folks to have to scroll their browser windows. I use Adobe Photoshop Elements v4 for my photo work. I change the image size after first retouching for color, brightness and contrast. I then use the sharpen feature to restore detail lost when the picture is shrunk. I then save it and change the compression factor around to keep the file size reasonable while making image quality as good as possible. (There is also an easy to use "save for web" feature that automates a lot of this, but I like doing it manually for more control)
