Looks like it could be used a tile nibbler/nipper/snip.

It's an antique nail puller. The pike on the one handle is for exposing the head of a nail. On the other handle (left side) there is a paw for lifting the nail up. The plier side is for extracting the nail.

A horse shoer's favorite tool-nip the hooves, pull a out a shoe nail, clean the hoof, or can be used as others have described. I have one in my tack room-guess how I used mine. (or ask hubby and he will say stay away from me with that!)

We call them fencing pliers up here. They're used almost exclusively to pull/pound "staples" from wooden fenceposts.

    Do I win??

That's what I've seen them used for. The horse part, not the husband part.

They are also used by sheetmetal workers to pull duct joints together.

They are actually called end cutters. They are for pulling nails and cutting if needed. They did start out in the horse shoeing industry then the carpenters saw them and converted them for their use. Fencing pliers have a hammer head on the side. All you ever want to know

A Pincer, used for all the above.
