The letter was likely written by a Chinese national on the island of TaiWan (Formosa) during the Japanese occupation of the island. This letter uses no Hiragana - something commonly used by a well traveled Japanese writer.

I can add absolutely nothing to this conversation except to say this is FASCINATING. OP, please keep us updated if you learn more. And thanks for sharing.

Could the Japanese (or perhaps Chinese) embassies help with the translation?
    - After I ask a stranger if I can pet their dog and they say yes, I like to respond, "I'll keep that in mind" and walk off

I'm also terribly interested in this history, as my G Father was an admiral during the Pacific theater.

I sometimes work with a local Japanese landscape architect, and I asked him to translate it-

The post card was sent from Japan to Taiwan.
I could not read the date, but it seem like before world war II.
Sender and receiver were not Chinese names.
The writing is a kind of old script so 60% was understandable to me.

    It says,

We receive the letter yesterday and found that you work hard these days and I’m happy for that.

All of the members of our family is fine and I’m informing they try to return “something”
    Please take care of yourself.

Here is what I received back from my niece.

Sorry it took so long. I have been traveling. They are apparently still working on the name and address from the front of the card.
