Sounds like PE wannabes.
I don’t know anything about them , but it sounds like they are in the space of professional engineers (usually licensed by the states after examinations and experience ) or forensic engineers
Maybe some folks who couldn’t pass (or qualify for) the EIT and PE exams are trying to figure out an alternative

It's not like I really needed another reason to be glad I retired when I did, but that just provided one.
One more example of the triumph of process over product.
Yoga class makes me feel like a total stud, mostly because I'm about as flexible as a 2x4.
