Bill, not completely sure, but looks like a chevalier (sp) like used for marquetry. I think PatrickEdwards has a class where you can build them??
Patrick is correct. Sometimes called a horse. A very precise tool for marquetry or boule.

A chevalet is a generic name for a wooden structure used for practicing numerous crafts, tapestry, painting etc.
