Buy a hanger bolt of the appropriate thread size and screw it into a short length of dowel.

buy a bolt of a good length and double nut it. I have been known to soft solder the nut on when there is not enough room for double nuts.

Thanks for the ideas. I bit the bullet and bought a solution from McMaster-Carr.
I have seen rotating handles made for such a shaft with piece of pvc pipe and a cap glued on one end with a bolt hole drilled axially through the cap.
