I don’t have spraying equipment so by hand. We don’t want a glossy finish on the frame. What would you suggest on this frame? I was considering an oil and wax, but would be willing to notch it up a bit with advise.

Osmo Polyox Satin looks great on walnut and is dead simple to apply. Arm-R-Seal satin works great, too. Rattle can shellac or lacquer would work well, too.

I've been using Minwax Antique Oil Finish lately on walnut, and like it a lot.
Stand for something, or you'll fall for anything.
All of the above is good, when I want the grain and color to pop I use Watco Danish oil

Danish oil and shellac
Oil first always pops the grain. I'd suggest Watco natural Danish Oil for that application, followed by your choice of clear topcoat. I like shellac followed by wax with 0000 steel wood. Low gloss but looks very rich.
