Not free but Adobe photoshop elements is quite powerful. It does everything I need it to do - and then some.

[Another photo editor - not free - is Luminar. I tried it, and it was easy to use and powerful, but decided to stick with Photoshop.]

Also not a free solution but ACDSee has some decent products reasonably priced. I use Adobe Lightroom but have some friends that swear by acdsee. Good luck
