A question for Beismeyer fence owners

I have a Beismeyer fence on my table saw. Today I moved the fence and the little piece of formica that goes on the locking plate fell off. My question is, whic side of the metal piece show below is it supposed to be attached? Does the cam ride on the formica or does the formica go between the lever shown and the 2 x 3 tube rail?

My piece of formica sits between the rail and the locking plate. Looks like some form of lubrication layer to avoid the two steel parts maybe rusting together.

Between the lever and the tube.
