The small hole looks like borer damage.

If it’s active there will be some sawdust evidence.

What ever it is, the inside of the hole looks black, like it has been there a long time. That is, it doesn't look like it is currently-active bug damage.

I agree with Jamie; those holes were there when you bought the lumber. Cut around them or use a filler if you can't. I wouldn't be concerned with insects still being present.

Those are borer / worm holes, and they are not uncommon in both red and white oak. They tend to bore in the wood while it is still in tree form, and leave after it's milled and dried.

I would not worry about an active infestation.

Was that laying on top of the boards or did you dig it out of the holes?

I think it is safe to assume the insects were in the tree. The holes were there when the boards were sawn. There are plenty of parts in furniture that do not require large clear boards. Take parts from the surrounding stock. Once I learned to visualize parts I would get from a board as opposed to thinking "look at that great looking board" I found my material easier to select and sometimes more cost effective too.

OK, that's good. You found the culprit who made that hole. No cause for worry.
