What is it?

This was in my lathe accessories drawer, I have no memory of what it is or what it might go with. Any help out there? (just because it was in that drawer doesn't mean it has anything to do with lathes)

I have no idea except it reminds me a little (very little) of bracket to hold a swiveling light that I have on my bandsaw, although the mounting method is different.

Just curious as to the diameter of the shaft? Is the shiny piece firmly attached or does it slide or turn?

It's 1/2" in diameter, the collar has a setscrew and slides on the shaft. A bracket to support something is a good guess. Could be something pretty hefty.
