No the 1 I have is completely blunt with absolutely no sharpness to it. I do have a newer paint scraper that looks similar to the one you posted but it also has rounded corners as well as pointed scraper sides.
It looks like an older shavehook, I have several newer versions made by Footprint. All three sides should be sharpened with a single bevel like a chisel or plane iron; then the tool can be drawn toward the user, shaving the wood. If the steel is too soft- the cheaper versions often were/are- then it is indeed just a scraper. I find them very useful either way
It's a paint scraper. Sometimes you don't want them to be sharp.
