No first-hand experience with it, but if you want to use small bits with an electric drill, at $12, it might be worth a try.
That kind of looks like the one I have, basically a pin vise with a hex shank. You could probably get down to about a #60 with it, but beyond that, it might be hard to hold a powered drill steady enough to keep the bit from breaking. In the shop I worked at, we had high-speed baby drill press with a really accurate spindle and a finger chuck for those 60 and under bits.
