No contradiction at all, they don’t discuss the under 0.3um group just under 2.5um. The 1-2um group is indeed troublesome.

You can do a lot with very little! You can do a little more with a lot!
You are using some of the worst (for dust) hand held power tools. Use them outside and skip adding more noise (dust collector) to your life.
As for real hand tools, I use a broom and a very large dust pan. I occasionally follow that up with a HEPA filtered shop-vac connected to a Dust Deputy to get any fines hanging about the bench and floor.
As for shop vacuums, Ridgid sells a special quiet model ( WD1415. ???) and Craftsman used to have an even quieter and much smaller (5-6 gallon) model. If you have a DD, you don’t need a 16-gallon vac when 99% of the dust is in the bucket.
I have the Ridgid quiet vacuum. It’s excellent but it has an unnecessary 14-gallon tank. I wish I had the even quieter and much smaller Craftsman vacuum.
I like the handheld sander collection idea, I think I will have to get one of those.
