Air chisel bit to gouge out material?

I need to remove some fiberboard material from the narrow channel between the face of a foundation and the edge of a sidewalk that's next to it. Is there a type of bit for an air chisel that will function as a gouge? (The project resembles removing material from an expansion joint in concrete, but the fiberboard is insulation that was installed behind deteriorated stucco and wire that covered the foundation The purpose of the fiberboard isn't to fill an expansion joint.)

Since bits in air chisels are free to rotate, a flat chisel bit aligns itself with the face of the foundation or the face of the sidewalk and doesn't scoop out any material. It only separates material from the sides of the channel.

Search for " tools for tuckpointing", and you might find just the right thing.

If you bend the bit near the chuck you might be able to keep it in line.
