118* is preferred for softer materials like wood, plastics and soft metals. 135* works best in harder materials.

A lot more going on in addition to tip angle with thickness of the web, materials, etc. Here is a chart from Triumph Drill:

No set rule for me. It depends entirely on what the purpose of the hole is. For example, if you want quick and rough, go for a greater angle, if you have thin material, go for a shallow angle etc. The comments from Bruce and Greg are the starting point. Cheers
