I might be of service on the Liogier technique--- I think it's a spray on ceramic coating, likely using a synthetic sapphire analog
This technology is used in some power carving bits, and definitely in some dental tool applications.

Personally, I'd recommend checking out the Pechar rasps.

They were more aggressive, yet much finer than my Auriou #9 and 10 rasps.
I immediately ebayed the Auriou rasps after trying them once on a comparison.
Plus, these are made with stainless steel from Germany.
