Can lay people rent scissor and boom lifts?

I've always found a harness in the bucket when I rented. Must vary by the vendor or the local laws?

Before you rent, take an appropriate safety coarse. You can do it online, it only takes 2 or 3 hours, & doesn't cost a lot. You'll feel a lot more comfortable & be a lot safer for it.
