Can I spray GF High Perf waterbased topcoat over Minwax Gel Stain? If no should I first wipe on a few seal coats of shellac, then the High Perf?

Yes, if it has dried for at least three days, but it would be safer to spray a coat of dewaxed shellac first. If you don't have a spray outfit you can use rattle can shellac as it's dewaxed, too. You could wipe on Sealcoat but spraying has no risk of pulling up any of the stain.
