I would do a through electrical check before plugging it in. If you plug it in with no water in the tank you will likely burn out the heating elements.

Pictures aren't the best. The top center appears to be the fill plug. Glass tube on the side is the fill level. I would add water so it shows half way up the tube.

See if you can find a name and model number anywhere on it.
Chance are it's an old Jensen.
Jensen is still in business & they still supply a lot of parts for the old stuff they made.
