Help identifying this tool

Hi Guys,

I was watching a video earlier today and I stumbled across this tool and I don't now what it is. It appears to be some kind of hand pneumatic sander that can be held on either side of the paper. If anybody knows what this is and where I can buy one that would be very appreciated.

You take one of these and add a pneumatic driver like this and you're in business!
