    Loud chatter noise

I am really a novice when it comes to turning anything more then pens but I have a problem for which I hope y'all can help.
I get a loud ,shrill chatter noise when doing spindle turning using a skew chisel. The harder the wood, the louder the noise. I even tried a scraper and the same results. Is this a product of a bad tool? Or just bad technique? (naw, )
Any help or direction would be greatly appreciated as all the dogs in the neighbor hood will quit howling in reponse to the noise I am making.

The first two things that come to mind are 1) dull tool and/or 2) too much tool hanging over rest.
