Definitely looks to be a Norris adjuster. Lee valley from before say 2010? I remember these from a catalog. I think LV or LN . Looks like LV has a different design now.

Yes it looks a lot like Ulmia and ECE but no markings other than 48 made in Germany. Those other brands have the green medallions. I can't find any reference to the iron on the net.
Only markings on body are ,made in Germany 48mm. The iron looks to be marked DORBl 48. It's an unusual iron459226459227459228
