It goes all the way up and down, but there’s a spot in the travel where it catches and is real hard to turn.
It doesn’t do it right side up with the spring in it like for hand held use....

I agree with the other guys. I have that dust collector, and have 5” mains.
If the bottom also has formica( or backer) it seals it against moisture.
Forgot to mention- I live in central Illinois, and my shop is not climate controlled. It’s hot and humid in summer, and cold and dry in winter. Only use heater when I’m out there.
