Personally, I think 2hp is minimum for resawing 12" lumber.
It can be done with less but it would be very slow going, as you're aware.
A saw that handles a 3/4" blade would be "better" for resawing...

You could always go for a combo...

Most BOB gouges are just a very basic straight accross grind.
The left wing really isn't doing any cutting. If you're worried about it catching, you certainly can...

If you're eventually going to cover it with drywall or T&G, I wouldn't go to the trouble of adding any additional layers of scrim paper or anything. I don't know that it would benefit you.
