Yes, I have done about a hundred of them. They take more power than you'd expect and the substrate material is not black but rather a medium dark grey. I think some of the engraved iPad pictures...
with my 60watt ULS, the settings I use for a Dell laptop are 40%P 100%S 500ppi. with your 30watt laser... adjust accordingly

I wouldn't use peanut oil. Too many people have allergies to it.
looks like a modified Rockwell font to me. Playbill font is very similar. maybe a combination of both and then modify the kerning.

I like to use a Universal X-660 CO2 laser. Works like a champ.

try making the page size the same as the bed size of your laser. then draw a separate entity (rectangle) that represents your part's dimensions. add the radius; position; then laser.
