Ron, If you have fractional bits you might try drilling a starter hole a 64th inch bigger. You might even try two holes bigger with two steps down to the size desired.

This is also the reason given to me for not soldering junctions in crimp or twist connectors. The thermal changes can cause a solder joint to go 'cold,' causing more resistance in the joint....

Mice are smart little critters.

There are many ways to align the file for the desired fleam angle. Some will lay an angle gauge on the bench below the vise and move it as needed.

Lee Valley sells a file handle with a fleam guide...

You might have to find parts from someone like NHPlaneparts dot com.

The lever has to pivot on something. usually it is a pin that should be removable somehow.
