I use acompressed air stream all then time when coring using the One Way system. It not only removes all the chips it cools the wood and cutting tip. And no mess.
For your budget I would go with Powermatic 3520C and use the remainder for tools, dust collection etc. By far the best lathe for that money....

Some turners will get the glass sleeve first and turn the inside to fit it securely. If not take the hollow form to your local hobby store and find what works best.
Since you already have the coarser aluminum oxide wheels for shaping, I would recommend a CBN of 220 or even 350 for putting a new edge on when turning with out removing much metal.
