Yes, a cutoff wheel in a 4" grinder will work.
I used to build and sell the shop notes versions. Made some changes also.

Sand dust, walnut hull dust. And the dust of whatever you are blasting off. Rust...paint...dried grease....Probably not much difference. A mask is always recommended.
I've got one. It's ok for small parts.
The clear suction tube could be better material, it likes to kink shut....often.
I don't buy the expensive media, I use mason's sand. Very very fine sand....
