Just educated guessing, but
IF that window is about 3' across,
THEN that balcony is roughly 12' x 3', and I'm guessing at about 16" of water in that 'pool'-

-- these are 7 cars I found that weigh roughly the same as the nearly 3000 pounds of water -plus its own weight- that balcony is holding up...

My first thought as well - just how much weight can that balcony, railing, and panels hold.
However, looking at the left end it appears the water isn't very deep. I didn't use calipers but by eyeball it may be less that 1/2 full. So maybe he's just 1/2 foolish...

I think it would carry 3,000 pounds, but there have been situations where the supports have been compromised by rust or rot and the balcony came down when a bunch of people were on it.
I wouldn't tempt fate by putting a pool on it. Especially if I was going to put my child in it.
