is it right to assume that router bits designed to cut dados in plywood are called plywood bits because of their specific cutting diameters and not because you should avoid using them on hardwoods?

+1 that is correct. As a side note, the inconsistency of ply makes these bits real hit and miss. They still make good straight bits though ;-)

Amen to that. I used one of mine the other day, but it was still oversized for the 1/2" cherry veneer ply in my project.

I don't use plywood bits for dados, as has been stated it is a hit or miss thing.
If I am cutting a dado for 3/4 plywood I use a 1/2 and make multiple passes.

Many of the Freud plywood bits have downshear to minimize tearout but they also perform well in solid wood.
