I dont know if I ever followed up on my mag starter problem. I appreciate the responses and help I got.

The switch was making a grinding noise when the motor was connected but not running.

The problem ended up being exactly what one of the posters suggested. The "Green" (on) button was faulty. I ended up getting a motor electrician that I knew to come over.

He let the switch sit and grind for about 10 seconds and the motor actually started up on its own.

There was power to T1 and T3 when the switch was turned off, but not enough to run the motor. As time went on and it "heated up" it would eventually close the contacts and fire up.

A great reason to unplug every tool when working on it

Rick, glad to hear that you resolved the problem.

You're absolutely correct, a motor starter (unless it's a combination type) isn't a disconnect means.
