Can't help you fully here but I have that bit in the centre handy for you. I think with a few other bits you should easily be able to make this up in Corel.

Nearly there now. I have the inside badge here for you. You can get the outside part by downloading from here:

Then substitute what I have managed to find and link it with the one you download.
