Does anyone know of a material that is like foam-core for mounting photographs, but is not PVC based. I have a client that wants material mounted on foam-core laser cut and am looking for a substitute. She has rejected MDF as too messy on the edges, and cardboard is not strong enough. Any ideas?

George, can you expand on what she means by "Too messy on the edges" of MDF?
How about Scooterboard. I've cut quite a bit of that in the last two weeks. Cuts like a champ and does an excellent job.

Lots of foam core out there based on polystyrene. Most of the artist's types are polystyrene filled. Go to an artist supply store.

I agree, the only trouble is the edges will be concave from melting at a faster rate than the paper surfaces, but it looks fine.
