I would assume so. I don't believe it contains any PVC.
I cut polystyrene foam all the time. That's the blue board made for building insulation.

I have cut similar material before. On the thicker stuff I had to take two passes and it can get a little "melty". It depends on the density really, and what else is in there (like EVA). 2# is fine, anything above 4# or .5" thick can be a pain, in my experience.
