This patent is for a little different use of PgUp/PgDn.
Specifically, it doesn't cause a fixed scroll. Rather, if you're at the bottom of page #2 of a document (for example), hitting PgDn takes you to the bottom of page #3.
This is perhaps Microsoft's attempt to patent interface features for a digital book reader or something similar.
Unfortunately for Microsoft, I have previously used a word processor that used the PgUp/PhDn keys in this way. I hated it, but nonetheless, it does invalidate Microsoft's patent.
