Here is what I did, with some 2x6s, lag screws and casters. it works great.

I would make it out of steel angle iron (welded).
The sides create a saddle for the tool to rest in.
The ends are inverted up and out.
That creates a shelf to weld the casters to.

You can find uneven leg angle iron such as 3"x4" or 3"x5" at welding shops, and masonry supply houses. Maybe you have a neighbor who is a bricklayer;).

works pretty well. The one thing it won't do well is turn sideways seeing as the back wheels don't swivel. I also don't have to lock and unlock casters;).

Hello,
In line with what Rob posted, you can often find old bed frames at garage sales for very, very, very cheap.

It's mild enough steel that it can be cut easy and drilled easy.
While welded joints/mounts would be stronger, using bolted joints/mounts will probably work ok for most if you don't have access to a welder.
