These dots need to be lasered onto a 2" tube with an accuracy tolerence of .005 or less. This is to accurately measure the deformity after it is processed. Is this too much for my laser?

Problem is, you need to calibrate how accurate your laser is before using it as a control for an experiment.

Burn the dots and get it measured. Twice.

Depends what kind of laser you have and what kind of rotary axis. If it's the kind with rollers and it just sits on there, then no, you probably can't do it.

If it's the kind that's got a headstock and tailstock, then yes, you probably can do it.

That's my opinion.

It is the kind with the rollers.
Who can do it? I prefer someone in CANADA

Levi,

They're not in Canda, but here's a laser job shop on steroids. I met the owner last year and was very impressed with his knowledge and capacity for thinking outside the box.
