Is it possible to add an area to a cropped photo? I have a picture that crops the shoulder off of a subject. It looks a bit odd and I'd like to give him a shoulder. I've tried cloning but since the original picture cuts that portion off, I'm not able to add to it.

Can this be done?

Hi Chip;
Sure.-assuming the pic has one good shoulder. Increase the canvas size on the original, select the "good" shoulder area and copy it. Mirror image the selection and paste it into the original. Move it around until it's in the right position and then use your brush and blur tools to visually merge the sections.
Whole process should take no more than 1 min, 37 seconds.
Best regards

The actual comand to increase "canvas size" is Image ->paper size. Can just use center placement and enter new paper size in the box. Then edit as George suggests, or just clone a few pixels if it is just a bit cut off. Then you can crop it back as needed to minimum paper size.
