Can you buy pre-punched paper for this sander? I’d tried all sorts of ways to punch the hole in the paper and none seemed to work very well.
Any ideas/suggestions for me?

Your sander should have come with a metal plate with sharp studs that just fits the bottom of the sander and punches the suction holes. Mine has worked fine that way for the last 20 years :D

If you don't have the factory punch plate and they aren't available you could do what I've done when I misplaced mine.
I cut a 1/4 inch piece of ply the same size as the sander pad and drilled holes in the ply to match the holes in the sander.
Then I took a reasonably long 1/4 inch carriage bolt, perhaps 6 inches long, and ground the end to a sharp point.
Once the sander is loaded with a new piece of sandpaper, just place the drilled plywood over the sandpaper and punch through each drilled hole.
You have duplicated the action of the original punch plate.
