where can I find a 2" plug cutter??

I think you will be looking for a hole saw instead. You can use these without the center drill usually found with them, you just have to cut a hole in some scrap stock and clamp this up as the guide for the main cut to get a plug without a center hole in it. To get a real good finish fit you might also have to cut the plug with the next larger size saw than the hole you need filled and dress it back down for an exact fit. For example to fill a hole cut by a 2" saw cut a plug with a 2-1/8" saw and turn/sand to fit.

Is this what you were asking? Or are you looking for a coring bit to cut a 2" hole through thicker stock? I'd look at MSC, Grainger, or McMaster Carr for one of those.
