Sorry for the question and the fact that I should have realized that all that was needed was to loosen an allen screw in the column. Now it works fine.

tip up possibility, swing out possibility using one of the mounting holes in the base, put it on piece of lumber, plywood etc with risers front and back so the material slides under the whole thing.
