I just got back from the Vancouver woodworking show and had a chance to speak with one of the General reps. He reported that General will not only be upgrading their new 350/650 saws with a riving knife (to conform with the upcoming safety requirements), but that there will also be a retrofit kit for older saws.
It's apparently a fairly recent development, so I don't know the accuracy of what i was told. Still, I could see General taking this route for their 350/650 cabinet saws. Their castings for these saws seem to seldom change, if ever, so I could see them designing a retrofit kit that would allow them continue using their old forms.
