I am going to glue some arborite onto a piece of ply for a table top. It was suggested I leave the arborite larger than the ply as there is no room for error when mating the two pieces during glue up. My question is ...What is the best way to cut the arborite and ply down to size?

Arborite is a high-pressure-laminate like formica, right? You can cut it with a table saw or a circular saw. To control chipout, make use the cutting edge of the blade exits on the plywood side, not the laminate side.
