I am strickly a hobbyist woodworker. One of my next projects is about 25 plantation shutters, half made from red oak and half from poplar. Most plans show mortise and tennon joints. I don't have a mortiser, only a biscut cutter. Given my use (these planation shutters and occasional other), what brand/model mortiser would anyone recomend. One option is buying the mortise bit for the drill press. Other is a stand alone mortiser. Any recomendations, please?

I assume that you have a router. Why not make a simple jig. Lots of info here:

You can biscuit the frames together for plantation shutters. Strength shouldn't be a worry...even for those naysayers of biscuits...since you nail or otherwise fasten the frame to the house.
I'll assume you've got a table saw...you can join the frame corners with lap joints too (mitered or not).
