How could this clamp work?

I saw this in Fine Woodworking. Completely ignoring the fact that it was made by a former President of the United States, how could it work?

Only the holes in the upper jaw are threaded. In the lower jaw, the right "threaded rod" goes through an unthreaded through hole, and the left "threaded rod" doesn't even have a through hole. Its tip is captured loosely in a bored cup.
