Dead dust collector help

Hi guy's I have a grizzly 2h dust collector, The other day it tried to start but blew a fuse. I took the capacitor off and saw were a fin had rubbed through it and made a small pin hole a it looked like the elecrolyte came out. I ordered a new 400mfd cap and put it on yesterday. It still starts to spin but blows a 30 amp fuse imedently. I have a knife switch/fuse box right next to the collector.

any suggestions or do I need to start looking at new collectors. Problem is I am building a shop in 2 years and want a big cyclone but money won't permit that right now. So I was hoping to get by.

Does the impeller spin freely by hand ?

yes it does, there is one spot that has a slight amount of resistence but not much.
