Fence Advice?

I am putting up a lattice fence for SWMBO. She wants a 12" solid bottom. My first thought was to rip some plywood and paint it. Then I got to thinking about the moisture making the plywood separate. Am I correct to reject this approach? The alternative is a solid board at the bottom and cedar came to mind. Any other suggestions? The bottom will be painted if that makes a difference. Look in to the PVC boards/sheet stock (Kleer or Azek brand) . Its white, doesnt rot and works just like wood.

Although I haven't worked with it, many have found treated plywood to be very durable in similar situations.
