Hello, Can shellac be applied over poly?

Yes, but why would you want to? Typically, it's the otherway around...de-waxed shellac as a sealer over dye or just to pop the figure followed by the varnish for the so-called protection.
BTW, Welcome to SMC, James!

Shellac will adhere over poly, but I don't think the total finish would be terribly durable since you are putting a hard finish (shellac) over a soft one--polyurethane varnish.
