Is it possible to laser cut and engrave MDF Board.?

Yes, it cuts well, especially 1/4" thick. The thing is to use very slow speed, around 2%, maximum power, and reduce the PPI to 200, and use a lot of air assist otherwise it will catch fire on the backside. You will get a lot of glue/resin residue on your cutting table. Clean it before cutting other things like acrylic, since this residue is very flammable. And use at least a 2" lens.

Yes, both. I have cut up to 1/4" with no problem, including some with a high-pressure laminate on it. Engraving also works well, darkens it and gives some depth. Some guy wanted a few 1/2" thick MDF letters cut but trying several passes it got messy so I did two sets of 1/4" and glued them up.

Mine's 45 watts, and I used about 10% slower speed than for Oak for cutting, same as Oak for engraving.
